I am a B cup, and want to be a C cup.
I also want them lifted a bit, as after 2 kids, they are not as pert as they once were!

Can you pay envelope in instalments, or just a lump sum?

How long is the recovery time?
On a scale of 1-10, how sore is it afterwards?

I cannot answer all your question, but I just wanted to vote that having a larger bust is nothing special! Mine give me a sore back and trying to get a nice looking bra is nearly impossible!
If in attendance is a private hospital near you, then I would jump and talk to them. They would be able to relay you how much it cost etc.
